PREFACE
This guide has been prepared to provide necessary information on procedures and functions of Curriculum Panels. As it will be noted inside, there will be two types of curriculum panel which are subject panels and curriculum committees. While members of the curriculum panels are drawn from various educational stakeholders. There has been a great need for the appointed members, to be capacitated though orientation subsequent to knowledge of a curriculum panel or committee, purpose of curriculum panel or committees, appointment of members, functions and procedures for effective functioning. Panel or committee members also need to know the linkage between TIE, the Ministry of Education and Vocational Training and other Ministries and institutions on the handling of Curriculum Panel/ committees recommendations and decisions. Due to fact that, the main goal of the curriculum is to improve the quality of education, the information of this guide will be very useful to educational practitioners and officials working in various institutions/departments. Some of these are curriculum developers, examination officers, school inspectors, education administrators, teachers and other curriculum implementers.

Introduction
Tanzania Institute of Education (TIE) was formed by the Act of Parliament No. 13 of 1975 which vested the Institute with various roles including curriculum development, teacher training and quality assurance. TIE implements its statutory responsibilities and other related functions through curriculum panels.
The curriculum panels derive their legitimacy from Act No. 13 of 1975 which established TIE and they perform their functions under the directive and authority of Tanzania Institute of Education.
This guide intends to provide important information on how curriculum panels are conducted in order to enhance curriculum development and implementation for effective provision of quality education in schools and colleges. Its content focuses on the meaning, types, procedures, legitimacy, roles, and leadership of curriculum panels. Moreover, dissemination, feedback and recommendations on het gathered information, linkages among panels and guide amendment procedures are clearly addressed in this guide.
Curriculum Panel and Committee
In the course of fulfilling Institutional goals, TIE had designed curriculum panels and committees in order to oversee and undertake its due functions.
Curriculum Panels
Curriculum panel is the one which oversees the development of a curriculum for a specific school/college subject such as English, Kiswahili, French, Arabic, Geography, History, Science, Civics/General Studies/Development Studies, Physics, Chemistry, Biology, Basic Applied Mathematics/Additional Mathematics, Computer Science and Information and Computer Studies, Agriculture, Theater Arts, Fine Arts, Music, Physical Education, Accountancy/Bookkeeping/Commerce/Economics, Food and Nutrition/Home Economic/Textile Clothing Technology and Vocational Studies, special needs education and teacher education. Curriculum panel will mainly discuss issues related to a particular subject.
NOTE: Curriculum panels shall not be permanent, since it will be dealing with immediate issues arise related with the subject matter and their recommendation shall be channeled to the curriculum committee for further implementation.
Roles and Functions of Subject Panels
The roles and functions of these panels are:
To review synopsis of syllabi, books, guides, modules and other educational materials intended to be developed by TIE.
To review subject syllabi manuscripts before they are subjected to relevant TIE approval committee.
To advise and recommend on teaching/learning materials and overall subject area development. This includes the quality of syllabi, books, manuals, modules and other educational materials such as charts, subject kits and maps.
To advise on the most effective teaching and learning processes and integration into the curriculum cross-cutting issues and innovation in education as observed by education stakeholder forum.
To participate in some specific tasks assigned to specific working groups in the implementation of TIE action plans for example writing of manuals, books, syllabi, conducting of research and training in a respective subject.
To evaluate examination results in the respective subject areas and recommend on the most appropriate assessment procedures and instruments for the subjects and make suggestions for curriculum improvements based on the results.
2.2 Curriculum Committee
Curriculum Committees are the one which are responsible for overseeing the development of curriculum for a particular learning areas/ subject disciplines such as: Languages (the subjects under this learning area includes Kiswahili, English, French and among the few.), Natural Sciences (includes Biology, Chemistry, Physics, Agriculture and Home Economics, food and human nutrition), Mathematics and Technology (includes Mathematics, Information and Computer Studies,) Social Sciences (includes History, Geography, Civics, and General studies), Business (includes Commerce, Bookkeeping, Economics and Accountancy), Aesthetics (includes Fine Arts and craft, Theatre Arts, Physical Education and sports, and Music), Religious studies (Bible Knowledge, Divinity, Elimu ya Dini ya Kiislamu, and Islamic knowledge) and Technical education (include Architectural, Engineering Science, Brickwork and Masonry, Carpentry & Joinery, Plumbing).
NOTE: The rationale of having these learning areas is to establish the linkage between subjects to their discipline. Curriculum committees shall be permanent that exist for a span of three (years). The committees will discuss exhaustively the issues related with a particular discipline area and the matters raised from each curriculum panel of that level. Such committee can also be responsible for broad field activities in the area of research, training, book writing, quality assurance and making recommendations which seek for policy change or major curriculum change of the respective learning areas. The committee meeting will be conducted after all the curriculum panels had being done. For that case curriculum panels will be a sub-set of curriculum committee. Curriculum committees will be represented by at least two (2) members from each curriculum panel to make a total of not more than twenty five (25) people per committee. In these committees chairperson and secretary of each curriculum panels will be compulsory members (Refer Appendix E).
Roles and Responsibilities of Curriculum Committee
To advise on the subject/curriculum area objectives in relation to the general aims and objectives of education in Tanzania.
To review, advise and recommend on educational research and evaluation of syllabi, books and other educational materials, methodology of teaching and the future direction of the curriculum in general.
To advise on the in-service training programme for teachers, tutors, other curriculum managers and other curriculum stakeholders.
To receive and assess annual departmental/subject implementation reports of respective subject/educational areas. Then advise and recommend on the annual plan.
To assess and give recommendations on the relevance of the methodologies used in the schools/colleges in relation to modern scientific and technological developments.
To strengthen integrity and confidentiality of the panel members.
Appointment of Curriculum Committee Members
Appointing Process
Director General of TIE will send a letter of request to the identified institutions to appoint an individual to be panel member.
Appointees names shall be sent to the Director General of TIE
Nomination of the identified members of the panel shall be done by Head of relevant institution.
A letter of appointment signed by the Director of TIE shall be sent to the appointee through his/her head of institution. The letter shall describe and specify the appointees roles and responsibilities as a member of the panel. It shall also specify the subject area, responsibility of the appointee and the tenure of membership (See Appendix B).
The appointee shall be required to respond back in writing to Director of TIE within 14 days indicating his/her acceptance or rejection of the appointment.
Note: This shall only apply to curriculum committee.
Appointing Criteria
The Director General of TIE shall use a set of criteria in appointing committee members of different subjects/areas. Nominees shall be scrutinized to see if they meet the following criteria:
Academic qualifications in his/her area of specialization and level she/he is serving. A primary school teacher should posses, a Grade A certificate or diploma in education. A secondary teacher or college tutors should posses a minimum of first degree is most preferred or relevant qualifications.
At least 3 years of teaching (educational) experience in his/her areas of specialization and level of education she/he is serving.
Familiarity with current national curriculum, syllabuses, teaching methodologies, materials and facilities being used in schools and colleges.
Possess a CV that gives evidence of being competent, innovative, resourceful and analytical in his/her area of expertise. This evidence can also be sought from the employer or supervisor.
Familiarity with the current international development in education, social science, economic, culture and technology.
Awareness of cross cutting issues such as environment, poverty, gender and HIV/AIDs.
Note: The appointee will only be considered if meet the above criteria and responds back to the Director General as stated.
Appointment of Institutions
Individual experts in relevant educational fields are appointed to the panels primarily on the basis of their expertise and experience in the respective field of subject or subject area. The appointment shall consider representation from institutions such as:
Tertiary institutions
Pre-primary, Primary and Secondary Schools.
Teacher training colleges
Tanzania Institute of Education
National Examination Council of Tanzania (NECTA)
Ministry of Education and Vocational Training
Inspectorate at district and zonal levels.
National Council for Technical Education(NACTE)
Taasisi za Vyama vya Watu wenye ulemavu Tanzania (SHIVYAWATA)
Teacher Resources Centers(TRCs)
Vocational Institutions e.g. Vocational Education Training Authority (VETA)
Relevant NGOs and CBOs
Relevant subject Associations and Unions
Relevant Ministries and Institutions.
Note:The representation from institutions (a) (g) is necessary for each panel whereas representation from institutions (i) (n) is optional based on appropriateness and relevance to the subject or area. However, in some cases an individual may be appointed at his/her own capacity.Members shall be obtained from various regions of Tanzania in order to maintain diversity.
Number of Members
A curriculum panel shall have less than 20 members while curriculum committee shall have not more than 25 members. Gender balance shall be observed as much as possible in the composition of members required. All members shall demonstrate satisfactory performance during the serving terms.
3.5 Duration of Membership
Curriculum panels were established in accordance with the Act of Parliament No.13 of 1975, it empowered the existence of curriculum panels. Curriculum panel members (with exception of chairperson and secretary) shall serve on temporary bases and their reappointment will depend upon performance. While curriculum committee members are appointed for a term of three (3) years upon delivery from the date of appointment after which new panel members are appointed. However, a member can be reappointed for a second term by the Director General after been advised by director of specific department basing on satisfactory performance during the served period. The reappointment should not be more than two periods or times. The reappointed members should be limited to one third of previous number (1/3). This will enable the panels to get and share new ideas from new incoming members.
Termination of Membership
If a member fails to attend a meeting without a written or official apology to TIEs Director her/his membership shall automatically be terminated.
If a member is absent for a long period (one year or more) due transfer or studying, the member shall communicate with the Director of TIE who shall appoint a replacement from the same or similar institution in order to maintain the institutional representation.
If a member demonstrates inefficiency in his/her field, or shows misconduct his/her membership shall automatically be terminated.
The chairperson and secretary shall have the mandate of assessing the effective participation of each member and give recommendation basing on their performance.
Meetings and Procedures
Each Curriculum panels shall hold their ordinary meeting once every fiscal year. In case an extraordinary meeting is needed within the fiscal year, permission should be granted by the Director General.
Curriculum committees shall be held after the subject panels have done their meeting and the committee shall sit twice a year and spent four (4) days duration period. A special request may be sent to the Director of TIE for additional period or arrange another meeting within a financial year whenever necessary.
All meetings shall be held at TIE offices either at Mwenge premises unless there are good reasons for holding the meeting somewhere else.
Quorum for a curriculum meeting is formed by a minimum of half of the members.
Notice of panel meetings shall be sent out and reach the members at least three weeks (3) before the date of the meeting. The notice should include agenda for the meeting and any other document with regard to curriculum activities to take place at that specific time which will be discussed during the meeting.
Apologies for absence to attend the meeting should reach the Director General of TIE or Secretary of the panel at TIE for at least two weeks (2) in advance to enable the management to decide whether or not to postpone the meeting. This procedure shall also help the Secretary and Management to finalize other administrative arrangements for the meeting.
Apologies should be accompanied with written comments, views and suggestions if any on issues to be discussed in the meeting. The Secretary should report them to the panel meeting for other members to consider during discussions
The normal meeting procedures shall apply with respect to the agenda, minutes of the last meeting, resolutions and matters arising. Resolutions shall be read to the members and consensus reached before the Chairperson closes the meeting.
The chairperson has a casting vote if there is a division of opinion at 50% to 50% level.
Proceedings of the meeting shall be conducted in both languages i.e. English and Kiswahili while report writing shall be done in the language of instruction of a particular subject. The final meeting report/minutes should be sent to the Chairperson for approval. Before the minutes are circulated to members must be signed by the secretary and chairperson.
Copy of the minutes/reportand annexure should be sent to each member of the panel/committee within one month after the meeting to facilitate implementation and monitoring.
A copy of the minutes/report should be submitted to the Director General with a summary of issues raised, their implications on the curriculum and in the TIE annual plan of action and recommendations on how and when to implement them. Recommendations for action by institutions other than TIE should be highlighted so that the information is sent to them for consideration and further action.
Curriculum Panel/Committee Leadership, Management and Orientation
Leadership
5.1.1 The Chairperson
a) Appointment of the chairperson
The panel chairperson shall be appointed by the Director General of TIE from the list of approved panel members. The chairperson is usually appointed from members coming from institutions of higher learning and from the Ministry of Education and Vocational Training headquarters. The chairperson shall serve in the position for three (3) years period.
b) Responsibilities
The chairperson shall be responsible for:
Chairing the meetings.
Preparing all agendas in collaboration with the secretary.
Approving the minutes of the meeting before distribution to stakeholders.
5.1.2 Vice Chairperson
Each panel/committee shall elect its vice chairperson at its first meeting. The Vice-Chairperson shall serve in that position for three 3 year period. Responsibilities of the vice chairperson shall be to assistant the chairperson
Panel Secretary
The curriculum coordinator who coordinates the subject automatically becomes the panel secretary. The secretary is also the one who ensures that all panel decisions are followed up and implemented. He/she is a (link) person/liaison officer between TIE management and the panel/committee. The secretary of the panel will work together with other subject experts before, during and after the panel on related curricula issues raised in their respective specialization for improvement.
Responsibilities of the Panel Secretary shall be to:
Prepare logistics for the panel meeting in collaboration with the chairperson.
Prepare for agenda in collaboration with the chairperson.
Invite panel members through the letters signed by the TIE Director General three (3) weeks before the meeting.
Record, keep and maintain all records during and after the panel meetings.
Sign the minutes of the meetings before distributing to stakeholders.
Making follow up of issues raised and preparation for the next panel meeting
Write a report of the panel within seven (7) days from the day of the meeting
Curriculum Panel/Committee Management
The chairperson, Vice chairperson and Secretary shall form the management committee of the panel.
In the absence of the Chairperson, the Vice chairperson shall chair the panel meeting. In the case where both Chairperson and Vice chairperson are absent, the panel shall appoint another person from among the members tochair that particular meeting.
In the absence of the Secretary, the co-opted TIE staff shall act as a Secretary for that particular meeting.
NOTE: For the case of curriculum panel the first three top leaders of the subject panel (chairperson, vice chairperson and secretary) shall serve for three years. While other members shall be for part-time depends on performance.
Orientation of Panel Members
After the appointment of panel members and leadership the first meeting shall be called. During that meeting the members shall be given an orientation using the Orientation Workshop Guide document prepared for newly appointed members and leadership team as part of capacity building. TIE Director General or His/her immediate officerwill explain inbrief the curriculum development process in Tanzania. Also the orientation shall focus on the roles of panels or committee and roles of individual in the panels or committee. During the meeting the panelworking tools and almanacs shall be distributed to all members and shall be used for reference during the periods of their membership. During the orientation session a discussion shall be held whereby members share their ideas with TIE management in form of questions, comments and suggestions on the operationalization of the panel.
Working Tools for Panel/Committee Members
During the first meeting panel members shall be supplied with some tools that will facilitate and hasten their active functioning. The provision of some of working tools will depend on the nature of task or activities to be carried. In the case where some of the tools are not available, TIE shall make efforts to avail them at least within a short time. The tools include:
Current syllabi of the subjects for different education levels.
TIEs Corporate Strategic Plan.
Aguide on procedures and roles of curriculum panels.
TIE advertisement and promotional materials
Curriculum Framework
Other educational materials relevant to the subject/educational area such asbooks, manuals, modules etc
Personal detailed of panel members (for networking purpose)
Skills Development for Panel Members
TIE shall be responsible for developing and implementing a programme for developing skills for curriculum panel members. However, this programme shall only be implemented when resources allow. In this programme, members of related fields of study shall be brought together for training on curriculum issues and skills related to their areas.
The first meeting of a newly appointed subject panel or curriculum committee shall be preceded with an orientation that we be conducted on the first day of the meeting. In that orientation panel or committee members are going to be oriented on the issues pertaining curriculum and other issues related to education. Such issues include:
Current education development of MoEVT educational plans and programmes. MoEVT vision and strategies, some issues which are directly related to the curriculum development process e. g. integration of subjects, syllabus analysis, assessment and evaluation and linkages among panels.
Monitoring of curriculum implementation.
Some basic research evaluation skills.
Some highlights on modern communication technology.
Subject panels and curriculum committees.
Networking.
The ownership of the subject.
The core responsibilities of panel member as addressed in the appointment letter in (Appendix B)
NOTE: The programme should be flexible in both content and duration, primarily aiming at developing skills of panel members so that they can work more professionally and efficiently.
Name and Address List
The Secretary of the panel shall keep the registration details of all panelists, including the institutions they represent and contact addresses. This detail shall be kept in the relevant panel file in the main TIE registry. Also there will be panel/committee members directory and panel members/committees group email address for raising effectiveness of communication process and pattern within the members.

Facilitation for Curriculum Panel/Committee Members
The facilitation for panel/committee shall be according to Government financial regulations. This may include transport costs, per diem, on transit for those from outside Dar es Salaam and honoraria. The terms shall be liable to change according to value of money and life standard.
As far as life expense is high, attractive motivation should be sought so as to make these panels/committee effective and fruitful. The current Government schemes seem to be out of date. It is unbearable for a person to spend a whole day for token of 30,000/= only. The payment shall be 100,000/= per day for chairperson and secretary plus honoraria of 200,000/= for the panel period while other members shall be paid 100,000/= per day. However this suggestion will depend on the availability of fund.
Dissemination, Feedback and the Use of Panels Recommendations
Curriculum committee shall work on panels recommendations, and disseminate the information to TIE authorities. An effective follow-up mechanism by curriculum committees will be employed so as to give feedback to the concerns addressed by panel members and provide advice to all panels when necessary. Thereafter, TIE management shall work on panels recommendations and disseminate the information to the respective authorities and make follow-up.
Amendment of the Procedural Guidelines
The procedural guidelines shall be amended anytime by TIE management when needs arise or at the request of any of the concerned parties like panel members or the institutions they are representing.

Kupitia mihtasari ya somo kabla ya kupitishwa na Kamati zinazohusika na TET.
Kupendekeza na kushauri kuhusu ufundishaji na maendeleo ya somo nchini ikiwa ni pamoja na ubora wa mihtasari, vitabu na vifaa vya kufundishia na kujifunzia.
Kupendekeza, kupitia na kushauri juu ya utafiti na tathmini ya mihtasari, vitabu na vifaa vya somo na uelekeo wa somo katika siku za usoni.
Kutoa ushauri juu ya mipango ya semina na mafunzo kwa walimu na wahusika wengine.
Kushauri juu ya ufundishaji na utekelezaji wa masuala mbalimbali yatokanayo na chama cha somo kama kipo, semina za walimu, maoni ya wataalam wa elimu n.k.
Kupokea taarifa ya utekelezaji wa kazi na kupitia mipango ya kazi ya mwaka ya somo.
Kuandika vitabu mbalimbali vinavyohusiana na somo.
Tunategemea utajibu barua hii mapema ikiwa unakubaliana/hukubaliani na uteuzi huu.
